Resizing in being done on the server side (currently only PHP is supported).
The plugin works with any versions of CKEditor 3.x and 4.x.
It uses HTML5 client by default and if browser does not support HTML5 it will use Flash code to be compatible with maximum number of clients. Even if HTML5 & Flash are not supported the plugin will use HTML4 frontend with the same features (except drag'n'drop feature).

it working on CKEditor 4.4.0 ?
it use html5 or flash upload ? thank you!
