For all plugins with not externalized strings we plan to do it some time ago. But unfortunately currently the way you have described is the only for doing it.
See the updated version in one week with externalized strings which you can edit as it designed in CKEditor.

Is there a way to localize Google maps plugin? I need to translate it to swedish. Either manually edit the js file, or preferably to use some option with separate language files.
